Chronic Disease Co-management Pilot Program Updated

Entering the 21st century, although the Tai Lam Tunnel, Ting Kau Bridge and Kowloon-West Railway were opened to traffic in 1998 and 2003 respectively, they slightly reduced the traffic load on Tuen Mun Road. However, the fare of Tai Lam Tunnel has been increased several times since 2005 (on average about once every 1-2 years). The continued development of new towns and the completion of the Hong Kong-Shenzhen Western Corridor in July 2007 have caused some citizens in Yuen Long and Tin Shui Wai who do not mind wasting time to use the free Tuen Mun Road. The increase in traffic volume in the northwest of Tuen Mun has caused the overall traffic load along the route to rise again, resulting in the congestion situation on Tuen Mun Road not being improved. By the end of 2020, the Tuen Mun-Chek Lap Kok Link will be fully completed, and the travel time between Tuen Mun and the Hong Kong International Airport will be greatly shortened. However, the impact of the new coronavirus epidemic has affected Hong Kong since late January 2020. From January 30, 2020 to February 4, 2020 and from March 19, 2020 to March 25, 2020, most entry and exit ports were closed and restrictions were imposed on the entry of non-local residents and the need for quarantine upon arrival in Hong Kong (only the Hong Kong International Airport, the Hong Kong-Zhuhai-Macao Bridge and the Shenzhen Bay Port were open), which greatly reduced the flow of people and vehicles entering and leaving the airport, and the diversion effect was not significant. With the gradual cancellation of various entry quarantine measures from September 26, 2022 and the reopening of various entry and exit ports in early 2023, the number of people entering and leaving the country has rebounded, and the diversion effect has gradually improved. However, for the situation to improve significantly, it is believed that it will not be realized until the end of May 2025, when the franchise of the Tai Lam Tunnel expires. The double-decker bus accident on Tuen Mun Road in 2003 once again drew public attention to the safety and busyness of Tuen Mun Road.
